Pursuant to the provision of Article 61 of the Drivers Act, a valid foreign driver’s license may be exchanged for a Slovenian driving license for a foreigner who has registered residence in the Republic of Slovenia for more than six months and for a citizen of the Republic of Slovenia returning from abroad to the Republic Slovenia due to permanent residence or has registered temporary residence in the Republic of Slovenia for more than six months, if they meet other conditions for driving motor vehicles specified by this Act (prescribed age, physical and mental ability to drive motor vehicles – medical certificate, etc.).

A Slovenian driving license is issued if the holder of a valid foreign driving license passes the practical part of the driving test for those categories of vehicles that he has the right to drive with a foreign driving license. The practical part of the driving test does not have to be taken by holders of foreign driving licenses of those foreign countries appointed by the Minister responsible for transport, based on the assessment of the quality of education, theoretical knowledge and driving skills of drivers and traffic safety conditions in each foreign country.
